Property tax is an important source of revenue for the City of Geneva, the Geneva School District, the Geneva Park District, Geneva Township, Kane County, the Geneva Library System and the local special service areas. This revenue is important to guarantee the continued services of all of these government agencies. Property taxes are especially important in hard economic times such as these, when other revenue sources such as sales taxes have greatly fallen over the last few years.

The City of Geneva has been subject to the Property Tax Extension Law (PTELL), more commonly known as a tax cap, since 1991. This law, passed by the State of Illinois, limits Geneva's ability to raise property taxes to no more than the Consumer Price Index (CPI) or 5%, whichever is lower. Even during good economic times, this law has been in effect and has regulated how much property tax the City can collect.
