The City of Geneva has been subject to the Property Tax Extension Law (PTELL), more commonly known as a tax cap, since 1991. This law, passed by the State of Illinois, limits Geneva's ability to raise property taxes to no more than the Consumer Price Index (CPI) or 5%, whichever is lower. Even during good economic times, this law has been in effect and has regulated how much property tax the City can collect.
